SUN Priority Vote Outcome November 2009

With language modifications suggested by UNC board September 2010

1. FINANCIALLY SUPPORT THE CREATION OF THE SAFE SUN INITIATIVE to ADDRESS, BUT NOT LIMITED TO CRIME PREVENTION/ INTERVENTION STRATEGIES/TRAFFIC CONTROL/PEDESTRIAN SAFETY AND EFFECTIVE CODE ENFORCEMENT. TRAFFIC CALMING, ENGAGE ABSENTEE LANDLORDS, MORE CONSISTENT AND EFFECTIVE CODE ENFORCEMENT, BUILD RELATIONSHIPS WITH SAN JOSE POLICE AND UNIVERSITY POLICE.

2. INCREASE SINGLE FAMILY HOME OWNERSHIP OPPORTUNITIES. PURCHASE NON CONTRIBUTING PROPERTIES TO CONDOMINIUMS FOR FOR PURCHASE BY LOW AND MODERATE INCOME FAMILIES. TURN RENTERS INTO OWNERS BY PROVIDING “PROGRAMS” TO SUPPORT HOME OWNERSHIP. WORK WITH CITY AND NHHS SILICON VALLEY & LOCAL LENDING INSTITUTIONS TO ESTABLISH GRANT PROGRAMS & TAX INCENTIVES TO INCREASE HOME OWNERSHIP

3. CREATE A NEIGHBORHOOD BEAUTIFICATION PLAN THAT ADDRESSES PAINT, FACADES, FRONT YARDS AND PARKING STRIPS FOR SINGLE AND MULTIFAMILY DWELLINGS. CREATE A NEIGHBORHOOD LANDSCAPE AND PROPERTY BEAUTIFICATION PLAN THAT ADDRESSES PAINT, FACADES, FRONT YARDS AND PARKING STRIPS.

4. REVIEW EXISTING ZONING CODE TO UPDATE THE CODE PERMIT AND ENCOURAGE USES OF TYPE AND INTENSITY THAT ARE COMPATIBLE TO THE NEIGHBORHOOD, AND PROHIBIT USES WHICH ARE NOT COMPATIBLE AND TO PRESERVE OUR PREDOMINATELY SINGLE FAMILY HISTORIC NEIGHBORHOOD.

• PRESERVE EXISTING SINGLE FAMILY DETACHED HOMES IN OUR NEIGHBORHOOD

• PROHIBIT USES WHICH ARE NOT COMPATIBLE WITH THE HISTORIC DESIGN AND SCALE OF THE SOUTH UNIVERSITY NEIGHBORHOOD

• CHANGE ZONING - LOWER DENSITY THROUGHOUT SUN. “ZONE DOWN” FROM 16 UNITS IN A FOUR BEDROOM HOME

5 HISTORIC STREET LIGHTS beginning with 600 block S. 6th at Lowell School These cannot proceed until city has determined the use of LED lights. At least one year out.

6 ORGANIZE E WILLIAM STREET INTO A BUSINESS CORRIDOR/DISTRICT THAT INCLUDES FACADE IMPROVEMENTS, TRASH CANS, AND OTHER IMPROVEMENTS. THIS HAS NO FUNDING FOR AT LEAST I YEAR

7 DOWNTOWN HOSPITAL OR HEALTH CARE FACILITY LOCATE AND DEVELOP DOWNTOWN HOSPITAL OR TRAUMA FACILITY IN THE GREATER DOWNTOWN

8 FULLY FUND AND INSTALL REMAINING AESTHETIC ELEMENTS INTO O’DONNELLS GARDENS PARK Set to go to bid before 2011 April 2010 When contract is signed can be moved off list.

9 ADDITIONAL PARK OR COMMUNITY CENTER

10 BURY UTILITIES UNDERGROUND ADDING MORE STREETS TO THE CURRENT PLAN We are on the PG&E list for San Salvador -- Cost is $1500 per lineal foot from PG & E plus $1500 to $2500 per property.

11 COYOTE CREEK TRAIL EXPANSION Funding moved out to 2013

12 LANE REDUCTION 10TH AND 11TH STREETS This is the next project after Julian/St James which is in progress.
